Mr President,

The institution of metropolitan districts in big French agglomerations was a true revolution for a considerable improvement of the rationality of urban development and of coordination of which each could hope of jobs linked to facilities. Certain, steeped in of angelism, could even expect from it for economies of scale and for a lesser solicitation of public funds.

Jobs which were undertaken in spring on 2006, since therefore about one and a half year, on the street of the Angels in Tourcoing, are demonstration that the opposite of these waitings can happen to the point of casting down the technical representatives for LMCU to follow with their smooth running.

Indeed, after period dedicated to the installation of new behaviours for the gas, several months were necessary for the realisation of jobs linked to cleaning up. In October 2006, a mail informed the residents that jobs were hanging and are going to resume during a length at least of three months, because of the blockage of the basement. This last point could however be easily envisaged since this street is in the historical Centre of the City. Nevertheless the inhabitants were so deprived of parking and circulation beyond what had been pointed out to them.

Finally, at the beginning of the summer, 2007, the realisation of the coating of the rail and waterways network allowed to push one "phew " of satisfaction. But it was without counting on the complete incompetence of some of the actors of this operation. Indeed, according to information currently in my possession, tubes necessary for telecommunications were crushed and it is necessary to re-pierce now the very new roadway to remedy this disaster. It is made at the rate of a hole a day by the firm E.T.D.E., preventing the parking once again and causing important noise nuisances.

The height of this negligence was undoubtedly reached, some weeks ago, when a firm was made responsible for re-laying with cobblestones the surfaces of some square metres of pavement which had been dug on the occasion of jobs linked to the installation of new pipes of gas. Three surfaces, the one with too small bricks, other one with bricks of an inadequate colour, and the third with a slope reversed in comparison with the flow of waters: everything was to do again. It is necessary to add that palettes of these materials are left for long weeks on the pavements of the street, notably at the level of the number 9. This situation prevents the circulation of the disabled persons on their wheelchair, while a row of houses is reserved for their effect, precisely on this pavement.

For all these reasons, I deeply wish that an energetic intervention for your part is performed for the firms of which it is possible to think rightfully that they were not as high as our waiting. Of course, riot which I underlined and that still remains should be repaired as quickly as possible. Finally I would like, as vice-president de la Communaut Urbaine, to be addressee of a definite balance sheet of all these operations to be sure which public funds will not have to endure from it.
