Mr Christian Vanneste questions Mr Secretary of State charged with cooperation and with French-speaking world on LIVES games of the French-speaking world which took place in Beirut, in Lebanon. The Lebanese Prime minister at the time, Rafic Hariri, had torn off at the top of the French-speaking world of Hanoi in 1997 the designation of Beirut for LIVES games of the organisation. The holiday on Sunday evening in Beirut was nice and worthy. It was especially rich in the will of a country which was meant to be a country as others. Unfortunately this event had no desired impact in France and no news leaked out on this important demonstration for our country and its links with the French-speaking countries. He would like to know what makes the Government for the French-speaking world.

Answer of the Government:

As a supplement to the answer to question n 60248, France gives a political impulse to the French-speaking world, it finances it and it lodges her. She also accompanies it during significant events, as on the occasion of the last games of the French-speaking world held in Beirut. Negotiations with the aim of the Summit of Quebec (October 18-19, 2008) indeed saw our country playing a political leading role. The French priorities of form and of bottom (environmental issues and notably climatic changes) were taken into account by the co-guests Canadian and of Quebec. Culmination was a concise, innovative and restrictive final statement. France is particularly attentive to the monitoring of the Statement of Quebec. To be held in the financing of the multilateral French-speaking world, the French contribution to the international Organisation of the French-speaking world (OIF) and to its operators, implemented, partly preponderant, by the ministry of Foreign Affairs and European (MAEE), arrives in first place of the backers. For 2010, France should contribute in OIF at the level of 30 991 615 euro; to the university Agency of the French-speaking world (AUF) 29 447 547 euro; to the international Association of the French-speaking mayors (AIMF): 1 872 144 euro; to the university Senghor of Alexandria: 1 646 236 euro; at the Conference of the ministers of youth and of sports (CONFEJES): 1 050 000 euro; at the conference of Ministers for Education (CONFEMEN): 420 000 euro; in the parliamentary Assembly of the French-speaking world (APF): 130 000 euro. These sums agree except contributions in broadcasting external of France among which more than 72 million euro to TV5 WORLD. Moreover, the Home of the French-speaking world will be available by France and inaugurated on March 20th, 2010. The objective of this home is to gather and to make job easier together of OIF and of operators, and to give a better visibility of the institutional French-speaking world, while accomplishing savings of management. The home will unite the general secretary, his Офис and OIF as well as the liaison Офисs for the parliamentary Assembly of the French-speaking world and the operators (TV5 WORLD, AIMF, AUF, Senghor university of Alexandria) in a building of 8 500 m located 19-21, avenue Bosquet (Paris 7e-tour-tour Eiffel). The innovative financial assemblage which governs operation is winning winning: purchase by a private company with capitals public (SOVAFIM) 100 % of the building (59 million euro cashed by the State) which assures jobs of making comply (estimated at 14 million euro), renting in MAEE for 50 years (rent estimated at 5,3 million euro a year by taking jobs into account) with free provision for the French-speaking world. In compensation, OLF overturns to the State about 13 million euro coming from the cession of its current real estates (Paris and Claret). Winning assemblage for the French-speaking world which regroups and is from now on in the shelter for 50 years, while his buildings were scattered and that of the getting old quay Andr -Citro n and in constant jobs, winning assemblage for the State which, by an innovative procedure, does not aggravate its debt (in sense Eurostat) and shows his concrete attachment to the French-speaking world. Renovation and jobs of adaptation of the new places are under way and take place according to the envisaged calendar. La maison r unira le secr taire g n ral, son cabinet et l OIF ainsi que des bureaux de liaison pour l Assembl e parlementaire de la francophonie et les op rateurs (TV5 Monde, AIMF, AUF, universit Senghor d Alexandrie) dans un immeuble de 8 500 m situ 19-21, avenue Bosquet (Paris 7e -tour Eiffel). Le montage financier innovant qui pr side l op ration est gagnant-gagnant : achat par une soci t priv e capitaux 100 % publics (SOVAFIM) du b timent (59 millions d euros encaiss s par l tat) qui assure les travaux de mise en conformit (estim s 14 millions d euros), location au MAEE pour 50 ans (loyer estim 5,3 millions d euros par an en prenant en compte les travaux) avec mise disposition gratuite pour la Francophonie. En contrepartie, l OLF verse l tat environ 13 millions d euros provenant de la cession de ses biens immobiliers actuels (Paris et Bordeaux). Montage gagnant pour la Francophonie qui se regroupe et se trouve d sormais l abri pour 50 ans, alors que ses immeubles taient parpill s et celui du quai Andr -Citro n vieillissant et en travaux constants, montage gagnant pour l tat qui, par une proc dure innovante, n aggrave pas son endettement (au sens Eurostat) et montre son attachement concret la Francophonie. Les travaux de r novation et d adaptation des nouveaux locaux sont en cours et se d roulent selon le calendrier pr vu. Enfin, si on ajoute les cr dits mis disposition par la France au b n fice de son rayonnement culturel ext rieur et de celui de la francophonie, l effort financier d une politique francophone fran aise assum e pour 2010 d passera le milliard d euros.
